Solution:
Please verify the state of  "Allow local connections only" policy on User side of Net Control 2:
click [N] icon in the System Tray of User computer, and then "Configure" menu command.

On "Connection Options" tab, clear "Allow local connections only" option, click OK and restart the computer.
